I have a similar problem. 

When I connect either my Roland RD 700 NX or my M Audio Oxygen 49, both plug-and-play devices, they turn up in the "Connected Devices" section in the Settings. It says there is a "Driver Error" and neither of them show up in my notation software, Sibelius 8.

I'm running an up-to-date windows 10 on a new Surface Pro 4. (just switched from Mac, where both keyboards worked perfectly..)

I have no idea what to do!

I have had similar problems for a while, while I suspected it was a windows update I noticed that my MIDI devices would stop working after using Google Chrome and seemed to be correlated with opening webpages with video audio content.

So after putting up with it for a while I decided to block websites from accessing MIDI via Chrome and that seems to have worked so far

Give it a try and let me know if you are successful in fixing the issue

Did you have Chrome running at that time or can this help even if it is not open?

Closing chrome won't fix  the problem.  At least it wasn't for me.  If you have not used chrome since doing a reboot and your device does not work you may have other issues
