Mods not downloading? [RESOLVED]

If I subscribe to a mod, steam downloads it absolutely fine but when I start the game, the mods list is empty? Steam definitely downloads the mods, yet they're no where to be found. This is a problem I have with Stellaris ONLY. Every other game (and I have hundreds of titles) will download mods that I subscribe to, without problem. Stellaris is the only game where, for some reason, subscribing to mods simply doesn't work.
They used to work fine back before the latest major update, but ever since, the launcher has been completely broken and I'm unable to subscribe to new mods, or even unsubscribe to old ones (after unsubscribing, they remain in my mod list, unless I manually remove them).
So far, I've:
Sat and waited on the launcher for ages, to see if the modlist updates.
Restarted my computer.
Verified my cache integrity.
Ensured cloud synchronization is enabled. (Both via steam and for Stellaris).
Unsubscribed to all mods. (They remain in my mod list).
Subbed and unsubbed through my browser, instead of steam. (No effect).
Manually removed all mod files, then tried re-subscribing. (Still empty mod list).
Uninstalled stellaris, manually deleted all remaining folders and files, then reinstalled the game.
After that last step, I'm stuck with only the vanilla game, and I'm left unable to use a single mod. I can subscribe to them, steam will download them, but the mod list in the launcher remains empty. It's as if the mods aren't being "installed", which [after subscribing] is supposed to happen when I next run the game.
Scoured the internet and tried every possible fix. Nothing works. I can't be the only person on earth with this issue, surely. I know that a lot of people have had the exact same problem with other paradox titles. Is this something being looked at by Paradox?
