Is there such thing as a CentOS 32-Bit Download Link that is not a LiveCD? I cant seem to figure out how to install it on the PC.

Yes, there is, and it's a DVD that can run live OR install.
Make sure you get the one labeled DVD 1 and DVD 2 (which is optional)

Which is the key part, otherwise Windows 7 will not activate/or Microsoft will not provide the download.

Pick a mirror site then download:
CentOS-6.5-i386-bin-DVD1.iso
CentOS-6.5-i386-bin-DVD2.iso
This is the torrent less version

any of the listed mirrors will do.
The closest one to your location. Really it doesn't matter, just pick one regionally (i.e. don't select an APAC, EMEA, or EUR site if you are in North America)

Security Wise, is 32 bit or 64 bit more secure or does it even matter?

Security wise they are the same. It is all dependent on your destination system. The x64 bit system will give you access to more ram and will be slightly faster than the x32 brother. But you can fit the x32 version is smaller ram and hardware requirements. The decisions is really based on the target platform. If it doubt, pick x64 and just throw more ram at it.

Same
Unless you have no internet where you are installing I would just grab the NetInstall disk for it. It is a lot smaller and will download quickly.
If you need Full GUI or want it as your GUI Workstation.
Just download the DVD1 & 2 then boot by the DVD1, following the GUI install is done.
But if it is your only PC and your HDD have data, REMEMBER backup your HDD first if you no experience on Linux, else any mistake it will format all your HDD and all of your data will gone!!!
