It is windows.old file? if it is, yes is safe to delete it, This is use as a backup in case you want to go back to your previous windows or in cas you are upgrading and get any issue during it you will have that backup.

Hi Nelson. it depends on where AVG is finding these files . ..

Does it show you the location of these files?

AVG is essentially a Security Suite and a lot of those lately also contain other utilities to clean up your system . . . etc. how good they are at that is debatable !

A totally safe way to remove those win download files is as follows:

Open File Explorer
Click on your hard drive
On the Manage Tab, click Cleanup
Let Disk Cleanup do its initial scan
Select Everything in the list and choose Delete

Start Disk Cleanup again
Let Disk Cleanup do its initial scan
Important - This time in the resulting dialog, click 'Cleanup System Files'
Let Disk Cleanup run another scan
Select Everything in the list and choose Delete

Then if you feel there is more space to be gained:

Windows Explorer is useless when it comes to working out where your hard drive space is being used . . .
